Empowering Federal Way’s First-Time Homebuyers: A Vision for Accessible Homeownership

As a candidate for City Council of Federal Way, I am committed to making homeownership attainable for our residents, particularly first-time buyers. Recognizing the challenges many face in securing the necessary funds for down payments and closing costs, I propose the establishment of a First-Time Homebuyer Assistance Program tailored to the unique needs of our community.

Learning from Neighboring Cities

Our neighbors have set commendable examples:

  • Tacoma offers up to $60,000 in down payment assistance as a no-interest, 25-year loan. Eligible applicants must have a household income at or below 80% of the area median income and complete the Washington State Housing Finance Commission (WSHFC) homebuyer course.
  • Seattle provides down payment assistance through partnerships with local nonprofits and lending institutions. Programs like HomeSight offer purchase assistance to qualified first-time homebuyers in the form of low-interest loans, increasing buying power and helping build equity faster.

Proposed Program for Federal Way

Building upon these models, our program would offer:

  • Financial Assistance: Up to $50,000 in down payment and closing cost assistance, structured as a deferred loan with favorable terms.
  • Eligibility Criteria:
    • First-Time Homebuyer Status: Applicants must not have owned a home in the past three years.
    • Income Limits: Household income must be at or below 80% of the area median income.
    • Primary Residence: The purchased property must serve as the applicant’s primary residence.
    • Homebuyer Education: Completion of the WSHFC homebuyer education course is mandatory.

Collaboration with WSHFC

The Washington State Housing Finance Commission plays a pivotal role in facilitating homeownership through various programs:

  • Home Advantage Program: Offers 30-year fixed-rate mortgages combined with down payment assistance of up to 5% of the loan amount.
  • House Key Opportunity Program: Provides below-market interest rates for eligible borrowers, often combined with down payment assistance.

By aligning our local initiative with WSHFC’s offerings, we can leverage state resources and ensure our residents benefit from comprehensive support.

Implementation Steps

  1. Program Development: Collaborate with housing experts and community stakeholders to design program specifics, ensuring alignment with Federal Way’s housing market dynamics.
  2. Funding Allocation: Secure funding through municipal bonds, grants, and partnerships with financial institutions.
  3. Community Outreach: Launch educational campaigns to inform residents about the program, emphasizing the importance of homebuyer education and financial preparedness.
  4. Partnerships: Work closely with WSHFC and local nonprofits to streamline application processes and provide holistic support to applicants.
